Reports why a value is not a valid publish id (an orderingKey or deduplicationId), or null when it is valid.

The rule lives here because TWO packages enforce it and neither may import the other (§2.2): messaging-plugin refuses a bad id on publish, and cloudflare-plugin's Workers broker drops a bad id read out of a JSON envelope body a foreign producer may have written.
