The pure tenant-binding compare shared by the two compare sites

A mismatch is only possible when BOTH sides carry a tenant: an unbound
session (no binding sealed yet) or a tenant-less request (no tenancy in
effect) is inert — nothing is compared, so an application without tenancy
is unaffected.
