Function FeatureFlagsPlugin

FeatureFlagsPlugin(options: FeatureFlagsPluginOptions): IPlugin
FeatureFlagsPlugin factory.

Registers a FeatureFlagService implementing IFeatureFlags under CAPABILITIES.FEATURE_FLAGS, a feature-flags health indicator, and an onClose hook that stops the provider.
Parameters
- options: FeatureFlagsPluginOptions
  Plugin configuration (discriminated union).
Returns IPlugin
The plugin instance.
