Creates an IWorkerHost backed by the web-standard Worker API (Deno and Bun).
Parameters
- globals: WebWorkerGlobals = ...
  Injected web globals (defaults to the real globalThis)
- options: WebWorkerHostOptions = {}
  Per-runtime differences; see WebWorkerHostOptions.exitEventName
Returns IWorkerHost
A worker host; its spawn throws when the runtime has no Worker constructor
