Interface WorkersBrokerOptions

Resolves the logger at the moment a dispatch path needs it.

A thunk, not an ILogger, for the reason WorkersQueueOptions.logger documents: the plugin context resolves logger lazily through a Proxy that answers undefined until a logger is registered, so capturing the value during register() would silence a logger registered afterwards.

Enables request/respond. Omitted, both throw CloudflareUnsupportedError naming the arm to add.
