A step records ONLY what the evaluator actually ran: the single-check
reason it produced, the approved alias of the rule that was requested, and
— for a satisfied role or permission check — the approved alias of the
granting role. ruleAlias is present only for a step that named a requested
rule; an unevaluated compound branch has no step at all, and a step never
carries a rule name that was not approved.
