Read-only scheduler diagnostics source — the surface every SchedulerPlugin
instance registers under CAPABILITIES.SCHEDULER_DIAGNOSTICS as
a MULTI provider (M98k), so the token never collides with another source's
provider (one SchedulerPlugin per application; other code may add sources).
The DiagnosticsPlugin reads every source to serve GET /v1/scheduler.
Synchronous by contract: snapshot() returns already-counted, frozen data
and never acquires a lock, invokes a handler, reads the job registry, or
probes a backend. A read never claims global or cluster completeness: a
skipped local fire is not a globally missed execution.
