    Interface OutboundHttpDiagnosticsRecord

Cumulative attempt counters for one outbound HTTP diagnostics source (M98n).

started counts delegations begun and count counts settled attempts, so started - count is the attempts in flight. Every settled attempt increments exactly one of responses (the fetch resolved — an HTTP error status is a response) or failures (it rejected or threw), so responses + failures === count and count <= started always hold. lastStatusClass is null until a response settles; lastDurationMs is the integer monotonic time to headers of the last settled attempt, null until one settles; ageMs is the time since the last start or settlement. No URL, host, header, body, signal or error is ever carried.
