implements ITenantDataStore
A zero-dependency in-memory ITenantDataStore that partitions rows by
strategy-derived scope ('column' → tenantId, 'schema' → resolved schema,
'database' → resolved database).
When useIsolation was never called (bare construction), scope defaults to
the raw tenantId.
