ready — observation is active and at least one decision has been retained.
unsupported — observation cannot explain enforcement: the coverage names
why — RBAC was not configured, the registry lacks the non-resolving
identity predicate, or the authorization provider was replaced.
collection-failed is a CONNECTOR-side answer only (the registered source
threw or answered a shape that failed validation); a source never reports
it about itself.
