    Interface IOutboundHttpDiagnosticsSource

    Read-only outbound HTTP diagnostics source — what the SDK's createObservedFetch helper registers under CAPABILITIES.OUTBOUND_HTTP_DIAGNOSTICS as a MULTI provider (M98n). The DiagnosticsPlugin reads every source to serve GET /v1/outbound-http.

    Synchronous by contract: snapshot() returns already-counted, frozen data and never performs a request.
