Interface OutboundHttpDiagnosticsSnapshot

One outbound HTTP diagnostics source's snapshot (M98n): the attempts made through one createObservedFetch helper.

coverage is always owned-instance: only calls made through that helper's fetch are observed, never any other fetch in the process. At most one record exists. alias is null exactly when the helper is closed (state: 'disabled'). ready/stale carry one record; disabled, no-data and collection-failed carry none.
