application supplied a custom tracerProviderFactory (the plugin cannot
read a custom host's spans) or the plugin is in noop/no-exporter mode

no-data — observation is active and nothing has been retained yet.
ready — observation is active and at least one span has been retained.
collection-failed is a CONNECTOR-side answer only (the registered source
